Are chatbots puppets?

Chatbots are programs written by engineers to interact with users by simulating a human dialogue. Thought up, coded, operated, maintained and improved by biological intelligences, they evolve at the pace of technological innovation. However, we are reaching a turning point where these puppets could well end up taking the place of their designers.
